This is the issue with Chrome:

On first load, this is what I get:

When I hit refresh, the navigation menu displays normally:

This is the link to the website: http://news.plataformac.org/. It’s nothing more than a test website at this point. I want to make sure everything displays correctly before using the theme on my main website.

I actually use IE11. I made a few screenshots so you know what I’m talking about:
